Overall responsibilities, delegated authorities and accountability

Main Tasks

To provide effective leadership and to take responsibility for the management and efficient delivery of the collection, transportation and landfill operations associated with the EGA Contract; and manage all aspects of the contract operation ensuring compliance with Veolia policies, procedures and business objectives at all times.
To maintain senior level contact with the customer and operating partners on the contract with the objective of strengthening the company position on site and to maximize new business opportunities.
To ensure that the contract achieves budgeted levels of profitability. To assist in the preparation of the contract P&L and Capex budget
To coordinate, within the budget, the specification, procurement, delivery and installation of vehicles, equipment, tools and stock consumables.
To manage the staffing of the contract (approx. 140 people) and ensure HR compliance.
To actively pursue and support new methods of working to include data collection, performance monitoring and service levels.
To ensure that both the contract and the Company targets and standards are met, including Health and Safety Performance, Environmental Compliance, Financial performance, Business and Personal Objectives, Transport.
To deliver to the contract operational excellence and to improve systems and procedures through diligent monitoring and control.
Ensures correct implementation of company policies and procedures in his division
Identify the HSE-Critical Activities within their area and develop strategy for control of identified hazards.
Regularly check HSE and staff training compliance with the Training Program
Ensure that Corporate HSE Management System requirements are implemented and maintained in all locations and areas belongs to the divisions
Conduct regular reviews of the HSE Management System, in the divisions, to ensure its continuing suitability, adequacy and effectiveness
QHSE

Understand, implement and follow the QHSE policy.
Report any HSE incident immediately as per VESE HSE procedures.
Implement and coordinate QHSE procedures onsite.
Responsible for health and Safety of all personnel under his authority, including others who may be affected by the company’s activities.
Understanding and implementing the company HSE policy, plans and procedures.
Conducting Risk Assessments in collaboration with QHSE coordinator on activities related to commercial operations and ensuring that the methods and systems of work are safe
Providing written instructions outlining potential hazards and precautions, and ensure they are complied with.
Ensuring incident and near-miss reporting procedures are understood and complied with, and assist with accident investigations where appropriate.
Ensuring all employees and sub-contractors are suitably trained/competent to carry out the prescribed task and that the necessary licenses/certificates of competence are in force and appropriate.
Ensure that the employees reporting to him are following the training program defined in the QHSE system.
Warn and issue notices where necessary to employees in case of breach of QHSE rules.
Define roles, responsibilities and authority in the Operation Department.
Comply with QHSE policy of VESE

Language: Professional English is a must. Arabic would be a plus.

Proficient in accounting software e.g. JD Edwards, Navision.
Good knowledge of Microsoft Office.

Education and Experience Required

Hold a relevant educational qualification from a well recognized and reputable academic institution fit for the required job function.
Master in Civil engineering or Equivalent

At least 3 years of relevant experience and preferably in an industrial environment.
10 years’ experience in logistic and/or hazardous waste management.
Mobilisation / Project Management / CQA and Tender Preparation for HDPE Capping
