The HBCE Compliance Department includes the Financial Crime (FC) and Regulatory Conduct (RC) Activities. One of its key roles is to oversight and monitor the respect of the applicable laws and regulations across HSBC Continental Europe. The Department also ensure the control's efficiency of the non-compliance risks Framework within HBCE.

The Continental Europe Financial Crime Framework team reports into the HBCE Head of Financial Crime European Union. This is a central Financial Crime team which provides advice and guidance to the various line of business compliance advisory teams, business stakeholders, functional stakeholders as well as has interactions with regulators / supervisors and senior management.

The team is based in Paris but must have strong interaction and good relationship with Financial Crime teams in London and across the Continental Europe countries.

What you're going to do:

The main responsibilities include, but not limited to: Identification of EU and French regulatory changes specific to Financial Crime, Leading in all French regulatory reporting, such as the ACPR AML-FT and Sanctions Internal Control Reports and well as annual ACPR AML Questionnaire. This team must work with other teams across Continental Europe to support on regulatory change at a European level and support on training and awareness initiatives. The team also participates in certain French Banking Association meetings in relation to Financial Crime themes.

Position is based in La Défense, Courbevoie but candidate should be flexible to work in our Paris office from time to time.

The position reports to the Head of Financial Crime EU, based in Paris.

The resource is part of the HBCE Financial Crime Framework team. This team is responsible of the implementation of any new or updated French regulations across HBCE legal entity perimeter (which includes Branches and subsidiaries). This role must execute regular gap analysis reviews between EU, French regulation and Group Financial Crime Policy as well as procedures, at least once a year or as and when there are material changes. The role also provides advice on French Regulation for any questions raised by the HBCE Compliance teams.

The role is also responsible for the execution and completion of Regulatory Reports to the French Regulators (annual AML-CTF "QLB" & "RACI" reports). The role must also be willing to prepare slides, briefings for various governance committees across HBCE as and when necessary. To summarize, some of the key responsibilities:

  • French and European Regulations
  • Review of any new/updated HSBC Group Compliance Policies
  • Perform regulatory gap analysis between regulation and Group Policies
  • Ensure suitable governance is in place to oversight Group Policies & French Regulations deployment
  • Ad-hoc tasks requested by management
  • Ability to provide written executive summaries to governance committees
  • Ability to review and digest a significant amount of data and MI and provide an analysis
  • Perform regulatory and Group reports notably AML-CTF QLB and RACI to the ACPR.
  • Key contact of the Global " FC Risk Models " Team for any deployment or change in Group FC Risk Models (notably FC Customer Risk Assessment, Countries Risks classification and customers' activities)
