This role is key to providing guidance on risk management and assurance strategies that impact the organization, including but not limited to quality enhancements, compliance frameworks, and system effectiveness.

 

KEY RESPONSIBILITIES

 

  Strategic

 

  1. Lead the System Assurance, RAMS, Risk, Change and Quality Management strategy for Dubai Metro & Tram.
  2. Ensure full compliance to the deliverables defined in schedule 10 of the O&M agreement, have complete understanding of QHSE contractual KPIs and Committed Obligations
  3. Drive the Risk, Change, Audit and System Assurance processes throughout the company
  4. Provide support to department directors with respect to enterprise risks, assurance requirements and organisational changes

 

  Financial

 

  1. Full understanding of the financial penalties aligned to KPI’s and their calculations

 

  Stakeholder / Customer

  1. Ensure a continuous and positive relationship with the Client and the Regulator
  2. Provide technical advice to the Client with respect to QHSE data analysis, system assurance and risk
  3. Ensure all risk and assurance related reports are delivered on time and meet the quality expectations of the client

 

  Operational

 

  1. Responsible for the development of System Assurance requirements and specifications
  2. Responsible for the development and application of Quality Assurance processes
  3. Provide guidance in identifying risks and developing risk mitigation tactics.
  4. Develop risk management approaches/systems for our clients, incorporating best practice and procedures.
  5. Lead Change Management work streams with a structured methodology / process.
  6. Provide reporting and other updates to internal and external stakeholders

 

  Capability / People

 

  1. Ensure appropriate Individual Development Plans are in place
  2. Develop Smart objectives for the team in alignment with company and department objectives
  3. Monitor the performance of team using quantitative techniques

 

  DIMENSIONS

 

  1. Office environment. Occasional travel may be required.
  2. Staff are expected to be flexible and work anti-social hours during emergencies to ensure the safe

       and effective operation of Dubai Metro.

  1. To be rostered for on call duty, once certified.

 

  CHALLENGES

 

  1. Independence: this role requires a level of independence in the business to ensure that defined company processes and safety assurance requirements are always adhered to.
  2. Multidisciplinary role: this role requires leading three distinct workstreams in QHSE
  3. Client and Regulator expectations: this role will actively work with the client and regulator on functional safety, risk management and quality assurance.
  4. Contractor Management: this role requires assertive communication when challenging contractors on compliance to assurance requirements

 

KEY COMPETENCIES

 

 Technical Competencies

  1. Data Management – Be fluent in Excel and PowerBI
  2. Risk Management - Be fully experienced on ISO 31000 or equivalent risk management guideline
  3. System Assurance – Be experienced with international system assurance standards
  4. Audit – Be experienced in carrying out audits (System assurance or management system)
  5. Compliance – Be experienced with ISO standards

  1. Leadership –Team management skills including ability to develop a team strategy, providing effective guidance and manage/prioritize workload effectively
  2. Strategic thinking - Ability to think long-term and make decisions that align with the Company's goals and objectives.

  1. Master’s degree or equivalent
  2. Lead auditor certification
  3. Functional Safety / System Assurance Certification
  4. Risk management certification

 

  1. Member of a recognised instituted of Risk or Safety management.
  2. Project Management Certification

Experience

  1. 6 years’ experience of Railway
  2. Experience of working on large, complex and multidisciplinary projects.
  3. Experience in delivering Safety Cases for green field and brown field railway networks.
  1. Experience on multiple Metro/ Tram networks internationally as part of O&M, Construction or Client
  2. Experience with RM3 and EFQM maturity models
  3. Experience with ISO9001, ISO14001, ISO45001, ISO31000, ISO22301, ISO50001, ISO55001, ISO44001 and ISO27001 standards

Skills / Training

  1. Fluent in English

Reports any potential security vulnerabilities or breaches to the appropriate personnel and supports the resolution of such issues in a timely manner.
  9. Demonstrates a strong understanding of the collaborative business relationship policy and the effectiveness of the collaborative business relationship management system, and actively participates in its implementation and embed into the Keolis-MHI business.
  10. Ensuring a positive attitude to environmental & sustainability initiatives & minimise negative environmental impacts
