Leading international news agency Agence France-Presse (AFP) is seeking a self-starting, dynamic and highly organized multi-tasker to fill the key role of Head of Finance and Administration for the North America Region.

The candidate selected will work in our regional headquarters in Washington DC, where a tight-knit senior management team oversees six news bureaus, staffed by more than 150 multi-national, multi-lingual journalists based throughout the United States, Canada and the Caribbean.

The Regional Head of Finance and Administration will report directly to the North America Regional Director and functionally to AFP’s Global Finance Director and her Paris-based team on all accounting, budget, reporting and financial management matters, as well on compliance with rules and procedures and on the development of internal workflow systems.

The Regional Finance and Admin Head, who will be locally hired, will also be the first point of contact for AFP’s legal department in Paris and for any legal or administrative matters in the region.

The job is wide-ranging, rewarding and challenging, requiring highly developed technical skills (including budgetary, finance, admin and financial control), as well as resourcefulness, creativity in getting around operational issues, patience, tact and diplomacy when dealing with staff; a very thorough knowledge of French and US accounting practices and should also speak, read and write fluent English, as well as French.

SCOPE OF RESPONISBILITIES

You will ensure the smooth and orderly administrative and financial management of the North America region, under the authority of the North America Regional Director and the Global Finance Director.

You will provide figures and carry out any necessary study or financial analysis required by the region, the Global Finance department or local, regional or national government departments/agencies that may require information or documentation

You will drive and manage a four-person multinational team of accounts, administrative staff and office managers based in Washington and Montreal, Canada.

ACCOUNTING, ADMIN MANAGMENT AND FINANCE

• Implementing and maintaining accounting information in compliance with local rules and standards and also with AFP’s general rules, standards and practices (including financial reporting, financial closure, etc)
• Preparing and monitoring of the regional budgets (charges and revenues) with the operational managers concerned
• Maintenance and development of the region’s accounting and financial information systems, according to the goals and policies defined by global management
• Helping to evolve and develop new tools and administrative practices/systems
• Overseeing the financial and administrative aspects of client accounts and billing
• Monitoring of cashflow and treasury, of outstanding payments; changes in exchange rates, local inflation levels, tax rules etc
• Audit and internal control, ensuring compliance with procedures

GENERAL ADMINISTRATION:

• Administration and monitoring local, regional and headquarters staff and freelancers, including expenses and other matters that could affect the budgets in close collaboration with the local human resources manager; monitoring of stringer expenses
• Main point of contact for local, regional or national government departments/agencies (fiscal, financial, legal, labor, etc) in the region
• Assist with legal and tax matters (including the company’s legal obligations in the countries of the region, assignment of content rights, contracts of all kinds, agreements, insurance, etc.)
• Preparing briefs for decision-making by the Regional Management or at the request of Paris headquarters (documentation / analyses / costings; quantifying risks etc.)
• Be the keeper of a reliable filing and archiving system for important documents and information


Profil recherché

• Higher degree in management and accounting • Successful team management experience • Sound knowledge of legal, labor/personnel and tax matters • Best practice techniques in accounting, budgetary and personnel administration • Audit/financial controller experience • Strong command of software programs; tech savvy • Native French with excellent command of English • Very strong interpersonal skills
