Job Summary
The HSE & Facilities Support Manager will be responsible for leading the day-to-day operational need both the Health, Safety, Environment (HSE) program, and along with the fire, security and energy related programs for the Irvine (CA) and Calexico (CA) sites. The Manager will be responsible for ensuring compliance with the federal, state, local along with Safran policies and procedures. The Manager will report to the Senior Engineering and Facilities Manager located in Irvine (CA) while managing work between Operations, Engineering and Finance. Travel to the Calexico and Mexicali (MX) facility is required.
Essential Job Functions
• Health and Safety Compliance: Ensure full compliance with OSHA (Occupational Safety and Health Administration) regulations, including conducting regular safety audits, inspections, and risk assessments to identify and mitigate hazards.
• Safety Program Management: Ensuring the implementation of proactive measures such as hazard communication, injury/illness prevention programs (IIPP), and emergency response plans.
• Accident Investigations: Lead investigations into workplace incidents and accidents, identifying root causes and implementing corrective actions to prevent future occurrences. Active participation in achieving the corporate and local goals for the HSE program.
• Security Program - Develop and maintain a rapport with cross functional leaders for site related activities, to support and improve security system, site awareness, develop an operational risk management strategy, and improve existing policies and procedures for best practices.
• Fire Life Safety Program: - Oversee the inspection and maintenance of the firefighting system to ensure the facilities are in good condition and meet the local code requirement. Support local efforts to improve fire safety policies and procedures.
• Energy Management System & Low Carbon Initiative Program: Develop and implement a comprehensive site Energy Management System and low carbon reduction strategy, aligned with organizational goals and industry best practices. Identify and evaluate new technologies and solutions that can improve energy efficiency and reduce greenhouse gas emissions. Develop and maintain relationships with key stakeholders, including regulators, industry partners, and environmental organizations.
• Emergency Response Coordination: Be the primary point of contact for emergency response situations, coordinating evacuations, drills, and ensuring readiness for unforeseen events.
• Compliance with California-Specific Regulations: Ensure that the company meets all health and safety regulations specific to California, including but not limited to Cal/OSHA standards, workers' compensation requirements, and environmental health and safety laws.
Education/Experience
• Bachelor's Degree or equivalent experience in a related field
• Knowledge of ISO14001 and ISO 45001 environments highly desired
• OSHA Certification: Valid OSHA 30-hour or 40-hour General Industry certification, with in-depth understanding of Cal/OSHA standards
• Project Management knowledge and experience is highly desired
• Ability to self-manage and organize priorities across several programs / projects
• Ability to read and interpret requirements documents, policies and procedures
• Understanding, development and perform risk management methodologies
• Experience in managing workers' compensation claims, claims analysis is a plus
• Experience with developing, implementing and tracking cost reduction initiatives is a plus
• Experience with Energy Management Systems and ISO 50001 certification is a plus

Travel Specificity

Physical Demands
While performing the duties of the job, the employee is regularly required to remain in a stationary position and occasionally move about the office and laboratory. Constantly operates and uses a computer and other office productivity machinery, such as a copier/printer and machinery as needed.
