Context
Keolis operates in a fast-moving international market where winning bids and scalable delivery are critical. We are optimizing our core business—Mass Transit operation—through rigorous knowledge management and standardized processes and KPIs across our networks. This role transforms proven expertise into consistent, high-performance execution worldwide.
This position requires approximately 50% travel (within France and/or internationally).
Missions
The Operations Workstream Leader defines strategy and translates it into execution and delivers all tender-related outputs on time while ensuring cross‑workstream alignment. The role combines service design, operational coordination, and data‑driven decision‑making to achieve reliable, efficient, and customer‑centric operations.
Strategy & Organization
Identify client requirements and expectations regarding operations for each project
Define and implement the organizational structure for operations; develop and write the operational concept
Set the strategy for the Operations Workstream and ensure alignment with project objectives and stakeholder needs
Lead and coordinate subject matter experts to ensure high-quality, timely deliverables
Production & Coordination of Deliverables
Lead the planning and performance management for operations
Coordinate the preparation and delivery of all operational plans (concepts of operations, initial operations plan, business continuity plan)
Participate in competitive dialogue with the client, representing the operations perspective
Interface closely with other workstreams (HSQE, customer experience, HR, commercial) and partners to ensure seamless integration with all aspects of the bid and project
Ensure pricing and operational inputs are provided for the financial model
Support the design & continuous improvement of operations and maintenance (aiming for optimum customer experience, flexible design, cost efficiency)
Risk Management & Decision Support
Identify, assess, and mitigate risks specific to operations within the project scope
Contribute to scenario analysis and operational decision-making
Provide clear, evidence-based recommendations to leadership and stakeholders
Bid & Contract Management
Draft or review technical sections of bids related to operations
Review and contribute to operation and maintenance contracts and related legal documents
Profile
Core Operational Expertise
Minimum of 10 years’ proven experience in managing operations for rail systems (train, metro, tram), with a solid track record in project delivery for major operational projects
Good knowledge of rail safety regulations and frameworks governing industrial workforce management (union management, HSQE, Environmental)
Business, Planning & Analytical Skills
Ability to define operational strategies, lead bid writing, and conduct detailed contract reviews for operations and maintenance
Demonstrated experience in cross-functional business areas such as finance, human resources, employee relations, HSQE, and operations
Experience in identifying and managing operational risks and contributing to business continuity planning
Management & Stakeholder Engagement
Strong experience working with subcontractors and partners: preparing technical specifications, reviewing offers, and managing contract negotiations and execution
Practical experience in organizational transformation, change management, or workforce transformation is an advantage
Experience in coordinating cross-functional teams and delivering quality outcomes under pressure, especially in multicultural environments
Communication & Leadership
Excellent communicator and team leader; able to distill complex topics into concise, actionable plans
Strong synthesis and influencing skills, both written and spoken
Languages & Mobility
Working proficiency in English (writing, speaking, and reading); additional languages are appreciated
Location: Based in Lyon or Paris; approximately 50% travel required (France and international), with frequency dependent on tenders and project needs.
