1 Tender Assessment & Scope Definition
Review tender documentation, drawings, specifications and supporting information to define scope and identify key risks and opportunities.
Request additional information or clarifications where required to ensure proper assessment.
Conduct site visits to understand constraints, logistics, methodologies, and risks.
2. Cost Estimation & Build-Up
Prepare accurate conceptual, budget, and firm-price estimates
Define and quantify scope of work, establishing clear assumptions and inclusions/exclusions.
Develop build-ups for labour, plant, materials, subcontract works, and methodology-driven costs.
Work with Operations to agree work programmes, rates, suitable work packages and potential subcontractors.
Issue enquiries, analyse subcontractor quotations, and ensure robust comparison.
Develop bid clarification registers and risk registers
3. Stakeholder Engagement & Collaboration
Engage with HSQE, Technical Solutions, Operations, and Commercial teams to ensure estimates are aligned with safe and deliverable methodologies.
Arrange tender launch, mid-bid reviews, and settlement meetings.
Support contract negotiation through by providing re-pricing and contract data
Support effective handover of successful tenders to Operations / Delivery teams.
4. Governance, Documentation & Submission
Ensure compliance with bid governance process (Gated Lifecycle) and approval thresholds by providing necessary documents, namely for Stage 2
Prepare high-quality submission documents, including offer letters, BoQs, activity schedules and clarifications.
Maintain clear, auditable estimate records and assumptions.
5. Relationship Management & Business Development Support
Develop and maintain strong relationships with clients, consultants, and supply chain partners.
Support the identification of sales opportunities with both new and existing customers.

As an Estimator, you will play a vital role in shaping winning proposals by preparing accurate, competitive, and robust cost estimates. Your work directly supports the successful conversion of opportunities into profitable, deliverable projects - making you a key contributor to our business growth.
What you will do:
- Assess tender opportunities and determine their viability.
- Develop clear, well‑structured estimates covering materials, labour, subcontracted works, and methodology.
- Work closely with Operations, Technical, Commercial, and HSQE teams to ensure all estimates reflect operational reality.
- Support the creation of high‑quality bids that align with business objectives, commercial strategy, and risk appetite.

Skills and experience you will bring:
- A degree in (civil) engineering or equivalent in a relevant construction discipline (advantageous)
- Proven ability to develop business within the structural repairs and/or specialist construction sectors (essential)
