You already have more than 4 years of humanitarian experience between headquarters and the field? You are familiar with project engineering (project cycle, logical framework…), grant management cycle (concept notes, project proposals, reports, audit) and main institutional donors strategies? Work Environment:
The Transparency and Institutional Development (TDI) department of SOLIDARITES INTERNATIONAL has the primary mission to ensure a high level of transparency and accountability to our external partners (both donors and civil society actors) in the implementation of our humanitarian activities.
Within the geographical desk teams, the grants and accountability officer or “Donor Accountability and Development Officer” position focuses on:

  • Developing & managing funding partnerships,
  • Donor accountability,
  • External compliance,
  • Management of partnerships with civil society actors
  • Contract and grant management.

Under the management of the Grants and Partnership head of division, while being part of a regional Desk team, the position holders will support the design and coordination of project proposals, as well as the oversight of reporting phases. They will also actively participate in the development of the desk’s fundraising strategy, the identification of funding opportunities, and the development of internal tools and guidance note on donor procedure and external compliance. They will also supervise the overall cycle management of partnerships with civil society actors.

Job responsibilities:

  • Financing strategy: Analyze eligibility and relevance of the funding opportunity looking at SI global and country strategies; in collaboration with the Desk (Manager and Program Manager), anticipate resources and support needed to access the funding opportunity; and support the Desk Manager in the development of a broader fundraising strategy for missions.

  • Project Development: Provide support to country teams for the design, the writing, and the submission of project proposals and concept notes, in collaboration with the Desk Program Manager.

  • Contractual and Grant management: Contribute to review the terms of contracts with donors or prime recipients before signature; lead in writing Sub-Award Agreements; oversee that interim and final narrative reports are prepared on time and validate final reports before submission; and more generally, manage the contract/submission cycle monitoring, facilitate kick-off meetings, follow-up and closure meetings.

  • Management of Partnerships with Civil Society Actors: Support country offices in the management of partnerships with national and international NGOs. Make sure that the partnerships are managed holistically from a cycle perspective according to internal policies and frameworks. Support country offices in the development of their partnerships strategies.

  • External compliance: Ensure that final and interim narrative and financial reports, respect donors guidelines; in coordination with the desk team (Finance, Program, Logistics) and Finance Department (DAF), answer to due diligence processes conducted by donors or Prime recipients at HQ level, and provide support to field teams to answer due diligence exercises at field level; analyze donor procedures, and inform relevant departments of compliance challenges, including compliance issues with internal procedures ; develop internal guidance on donor procedures to facilitate compliance for all the relevant staff (HQ/Missions).

  • External representation towards donors: In close collaboration with the Desk Manager, ensure external communication with donors, in particular on contractual issues and make sure that donor engagement is properly done at both country and Headquarters levels.

Position in the organization chart (hierarchical and functional relationship):
The job is under the hierarchical authority of the head of the Grants & Partnerships Division, and under the functional supervision of the Geographic Desk Manager.
The job position has a strong functional link to the whole Geographic Desk team (Program Manager, financial management officer, logistics officer).
The job position is strongly linked to all members of the TDI
Functional supervision: Desk Program Management Assistant, Grant Managers and/or Reporting and Communication Officer on the field.

  • Job based at the Headquarter of Solidarités International, at Clichy la Garenne (Metro Mairie de Clichy) with short missions on the field.

  • Gross monthly salary : from 2 880 to 3 000€ depending of the experience of the candidate

Profil recherché

Minimum 4 years’ experience in the humanitarian action field, development cooperation within an association, a non-governmental organization, an international or regional organization, or institutional donors. International experience is required.

A strong knowledge of institutional donors’ funding modalities, their contractual management and reporting guidelines is essential, especially for the following donors: BHA/USAID, European Union/ECHO, AFD, United Nations agencies (OCHA, UNICEF, UNHCR), CDCS.

Very good writing skills in French and English
Aptitude for external representation
Rigor and autonomy
Good stress management
Flexible and pragmatic by nature, with a sense of humor, you are known for your interpersonal skills, patience and mediation. You are a team player, pedagogue, conscientious and have good practical sense.

Experiences:

  • Experience in programme management/programme monitoring and team management in the field for a humanitarian NGO.
  • A good knowledge of the contexts specific to the geographical area concerned
  • Exposure to and management of partnerships with international and/or local NGOs (consortium) is also an undeniable asset.
