AXA STRATEGY AND DHP SAS:

On all its core business activities, AXA is aiming at moving from a “payer” position taking in charge the financial consequences of damages that occur every day to its clients to a role of “advisor”, able to prevent these risks and lower the costs of these damages.
This “payer to partner” strategy materializes also in the health protection line of business in which we are convinced that the overall health industry challenges (market fragmentation, multiplication of players and collective inefficiencies leading to poor patient engagement and uncontrolled cost increase) needs insurer to work hands in hands with healthcare providers to be overcame. The solution should be collective, moving from the siloed perspective of today’s market to a health ecosystem driving better healthcare players collaboration leading to better overall healthcare efficiency & long-term sustainability.
AXA has launched in 2020 a strategic partnership with Microsoft to build the Digital Healthcare Platform (DHP) which aims at interconnecting healthcare services to enable hassle-free & personalized customer / patient journeys, leveraging AI and new standards on health data interoperability. DHP is an open platform meant to revolutionize the way people are accessing health services. It will support a healthcare ecosystem at European level in a 1st step, beyond AXA entities, and even more globally in the future. This is a strategic initiative supported at the highest level of AXA & Microsoft Groups, as the following video from both CEOs (Thomas Buberl and Satya Nadella)is demonstrating.
After almost 2 years as an AXA internal program, the new development phase of DHP aims at developing a new standalone business materialized through the creation of an independent legal entity part of AXA Group  serving both internal and external partners (e.g pharmas, private hospitals etc.)

PURPOSE OF THE JOB

The DHP Data Privacy Officer will play an active role in the data services definition in addition to his/her duty to ensure that all data protection related matters are well known by the delivery team and that appropriate measures are taken to implement them effectively, adopting a risk-based approach. The DPO will ensure that DHP organization processes the personal data of its staff, customers, providers, or any other individuals (also referred to as data subjects) in compliance with the applicable data protection rules. He/ She advises and/or procure the provision of advice to the different streams of DHP, collaborating on a daily basis with the security, legal and engineering experts. 

MAIN RESPONSIBILITIES

  • Ensure appropriate Data Protection Policy are defined and implemented throughout the organization

  • Create guidelines for all DHP staff members, and check that they are resolutely followed

  • Organize training courses for relevant employees, whether in-house or at external locations

  • Monitor the company’s Data Processors and develop talented individuals within the team

  • Contribute to the definition of the DHP product strategy and implementation approach for all aspects related to data protection

  • Make sure all data is up to date, and that policies involving destruction of data are followed

  • Monitor Compliance with the GDPR

  • Perform the Data Protection Impact Assessment (DPIA)

  • Collaborate with DHP Customers’ Data Privacy & Legal Officers to ensure appropriate data protection measures are implemented to support their business use-cases

  • Engage with the Supervisory Authority(ies) when necessary, anticipate controls from and them. And collaborate in case of control.


Profil recherché

EXPECTED SKILLS AND EXPERIENCE

  • More than 10 years of experience in data privacy and /or in health law related activities, in Europe.

  • Proven experience in the Health industry

  • In-depth understanding of current data protection legislation, and awareness of future legislations, at least at the European level.

  • Knowledge of the main health laws that govern the industry at European level

  • Informed about the French “Hébergement des Données de Santé » constraints

  • Strong knowledge of IT organizations and infrastructures 

  • Certified data protection officer a plus

  • Ability to efficiently communicate (in written and verbal) in English, including to C-level counterparts

  • Able to adapt to changing environments, keep calm and know how to deal with stress.
